Following Monday's "NYPD Five Points March for Reform," activists present a written demand to Mayor de Blasio Activists, who demonstrated on Monday outside each of the "five points" of law enforcement in Downtown Manhattan, demanded a new commission to investigate corruption at the New York Police Department. In requesting a new commission, activists referred to the kind of a panel with distinguished citizens or legal experts, who can with subpoena power collect information about the many serious patterns of crimes, violations of civil rights, and other controversies that are engulfing the city's police department. In 1970, the Knapp Commission was appointed by Mayor John Lindsay to investigate widespread problems of police corruption. In 1992, the Mollen Commission was appointed by Mayor David Dinkins to investigate police corruption that had become worse since the time of the Knapp Commission. The Knapp and Mollen commissions were directed to investigate broad types of corruption. That is the kind of commission activists are demanding from the mayor. As some point out, mayors can sometimes appoint commissions that look at focused issues at the NYPD. For example, Mayor Rudy Giuliani appointed one such focused commission to improve police-community relations following the infamous police brutality attack on Abner Louima. The power-mad Giuliani administration had rejected the Mollen Commission findings only to appoint its own focused commission. Activists are not asking for a commission like the Giuliani commission. Activists are speaking about one that has a broader mandate, like the Knapp or Mollen commissions. Activists gave the mayor's office 10 days to respond, before they would seek help from federal authorities. In the past, whenever the city's law enforcement has gotten out of control, the Federal Bureau of Investigation has had to make arrests of NYPD officers, including the Cannibal Cop, else the U.S. Attorney's Office with jurisdiction over New York City has investigated violations of the law by the city's Department of Corrections on Riker's Island. |
